Gaddy (economics/foreign policy, Brookings Institute) and Ickes (economics, Pennsylvania State U.) argue that in its reform the Russian economy has evolved into a hybrid form combining elements of the market with institutions and behaviors possessing a very non-market character. They develop tools to analyze how it operates, and demonstrate the use of these tools to solve some of the enigmas of the country's economic transition and to provide a framework for projecting its future direction.
