Poynings' Law held that no Parliamentary act could be executed in Ireland until it had been approved by the British parliament in London. From its enactment in 1494 through the 16th and early 17th centuries, its executive phase, it served to restrict the legislative authority of the Irish executive, and that period has been well studied. Kelly (history, St. Patrick's College, Drumcondra) looks instead at the subsequent parliamentary phase, in which it confined the freedom of the Irish to make law until the Irish parliament. He examines the law's impact on the legislative endeavor of the Irish parliament from the restoration of the British monarchy to the ratification of the Anglo-Irish union, when the Irish parliament joined its ancestors.
