Presidential power is perhaps one of the most central issues in the study of the American presidency. Since Richard E. Neustadt’s classicPresidential Power, first published in 1960, there has not been a book that thoroughly considers the issue of presidential power.The Dilemmas of Presidential Power by noted scholar John P. Burke provides an updated and comprehensive look at presidential power—past, present, and future.
Burke examines and analyzes the major theories of presidential power, including Neustadt’s classic power to persuade” theory, Samuel Kernell’s theory of going public,” models of the cycles of political time,” and the notion of internal time.” Using illustrative examples from historical and modern presidencies, Burke illuminates and contextualizes these theories in a way that allows students to better understand how presidents exercise influence over the public, and over the lawmaking and policymaking processes.

John P. Burke, the John G. McCullough Professor of Political Science at the University of Vermont, specializes in American politics, the American presidency, and ethics and public affairs. He has published numerous articles and eight books on the presidency, including Honest Broker? The National Security Advisor and Presidential Decision Making (Texas A&M University Press, 2009),Becoming President: The Bush Transition 2000-2003 (Lynne Rienner, 2004), andPresidential Transitions: From Politics to Practice, (Lynne Rienner, 2000). His book,How Presidents Test Reality, won the 1990 Richard Neustadt Award of the American Political Science Association for the best book on the American presidency. He has served on the editorial board of Public Administration Review and as a member of the executive committee of the Presidency Research Group of the American Political Science Association.
