They disruptively attacked critical supply trains and railroads and often clashed in spontaneous engagements and ambushes. Two dramatic missions they supported in 1864, had they succeeded, would have instantly altered the war--the Dahlgren Raid on Richmond aimed at capturing Confederate president Jefferson Davis, and General Jubal Early's army's advance to the outskirts of a largely undefended Washington, DC.

An expert on special forces, O'Donnell puts readers on the ground via the words of those who were there and in vivid battle scenes. Characters like Scout Asbe Montgomery and Ranger James Williamson, along with Mosby, Scout leader Richard Blazer, and others, are indelible. O'Donnell situates the shadow war alongside another partisan effort, that of the Secret Service to destabilize the North and win the 1864 election for Peace Democrats and those in the North fatigued by the seemingly forever war. He convincingly connects Mosby to Secret Service plans to kidnap Abraham Lincoln after his November re-election and hold him for ransom to force the cease-fire that would have maintained the South's integrity.
