本書是根據IM()STCW78/95公約中有關視覺通信和無線電話通信的要求，以及公約對航海駕駛人員的語言能力要求而編寫的。全書可分為兩大部分，即信號部分和無線電話通信部分。信號部分包括第一章到第六章，分別是：船舶通信的方法、船上信號設備、國際信號規則、旗號通信、閃光信號燈通信及其他通信和特殊信號；第七章是無線電話通信部分，主要介紹了不同情況下的無線電話通信方法和通信示例等內容。書后編寫了編碼和解碼、敘述和回答、編寫、選擇等練習。
本書可作為高等學校海船駕駛專業教學用書，也可作為海洋船舶駕駛人員、岸臺話務人員及港口管理人員的參考用書。
