In light of changes in Chinese public policy on schooling, Peng has conducted an empirical study of the effectiveness of schools, one of the first such studies in China. He looked at test scores of students in the subjects of Chinese, mathematics, and English when they entered middle school from elementary school and again when they left middle school for high school. He finds more variation between classes within a school than between schools, and notes that differences between schools decline from the seventh grade to the ninth. The best predictor for good end results, he says, is good entry results, though parental education level and occupation status also contributed. Pai Peng earned his Bachelor of Administration and Master of Education (Education Economics) from Huazhong Normal University (China). He gained his PhD in Education from the University of Frankfurt/Main (Germany). He was a research associate in German Institute for International Educational Research (DIPF) and currently works as a lecturer at the School of Education at Huazhong University of Science and Technology (China).
