Examining the state of Latin American democracy and US policy towards its southern neighbors, Wiarda (international relations, U. of Georgia) argues that the histories, political cultures, and sociologies of Latin America make it impossible for there to be a simple imitation of the US style of democracy. Further, he contends, US democratization policy towards Latin America is based on fundamental misunderstanding and ignorance of the region that is based on the assumed superiority of US institutions and political practices. Howard J. Wiarda is Dean Rusk Professor of International Relations and head of the Department of International Affairs at the University of Georgia. He is also Senior Scholar at the Center for Strategic and International Studies (CSIS) in Washington.
