103年度九河局轄區洪水預警及防汛整合作業(附光碟)

經濟部水利署第九河川局(以下簡稱九河局)於101年度起執行「九河局轄區洪水預報系統建立之先期規劃」，102年度持續辦理「九河局轄區洪水預警及防汛整合作業」計畫，目前已完成花蓮溪流域及秀姑巒溪流域洪水預報系統建置，颱洪時期可透過該系統即時掌握及分析預判水情。本計畫在今年度(103)將對九河局轄內洪水預報系統進行擴充及更新維護、參數檢定驗證等工作，除採用最新水文地文資料進行系統更新，並擴充地圖化展示系統外，同時利用相關颱洪事件持續參數檢定驗證。此外，在防汛地圖的部分，也針對洪水預報時期所需之功能項目進行擴充，包含數值地型之建立等以快速初步查察淹水地區及面積，以達到預警及防汛之效果。

The 9th River Management Office (RMO-9)has started the Advance planning of flood forecast system establishment in 9th River Management Officejurisdictionareas project in 2012, and continued by Integration of flood warning and flood control operation in 9th River Management Officejurisdictionareas in 2013. Currently, the flood andinundation forecast system in Hualien River and Xiuguluan River are implemented, providing in-time flood information and inundation analysis in typhoon events. In this year (2014), the extention, updating and maintenance of the forecast system of RMO-9 will be continued, including the work on parameter calibration and graphical demonstration. The forecast parameters are calibrated and verified by associated typhoon flood and inundation events and up-to-date hydrologicaland geomorphological data are adaptedto improve the map-oriented demonstration in typhoon period. In the flood map, several functions needed in hazard event are improved, such as the establishment of the digital topography data for preliminary examine of flooding area, in order to provide efficient flood warning and controlling
