為提昇水資源資?之透明?與交換效?，本計畫以詳實之訪談工作為基礎，調查本署業務單位之權責資?與其建置情形，並將成果歸納彙整後，據以修訂「水資源資?格式標準」，提供修訂建議以?發布；此外針對可供交換之資?，透過問卷及調查表取得該權責單位之實體資?位址及資?結構後，?考國際及國內XML 相關規範，制定XML 版本之「水資源資?交換標準」草案，納入122 項資?集作為未?機關間資?交換之標準，當中並篩選可供開放資?之資?集共62 項。
本計畫於草案規劃與實作完成後，除?配合計畫需求召開一場次內部訪談成果確認會議，邀集全署各組室及附屬機關共同?與，針對水?署主管且建有資訊系統管?之資?集與計畫中訪談之53 筆資訊系統提供之資?進?協商與確認。此外，於草案規劃階段中，召開?場專家學者及公開性會議，透過?為謹慎的審閱與修改，提昇草案未?應用之可?性。另配合交換標準草案之特性，建置後台管?系統，提供資?需求單位與權責單位共同維護本標準，達到滾動式標準管?之目的。本標準在制定後，除將應用於水?資?整合資?庫之資?交換機制提供外，亦應用於相關地?資?之提供；其可讓相關水?資?在交換時，大幅減少供需間的媒合時間，並將水?資??加透明、正確及一致。
In this project, to improve the accessibility and the efficiency of dataex changing, interviews with each division of Water Resource Agency (WRA) had been executed to investigate the condition of data establishment and its responsibility. The results were applied to generate the revising suggestions for the water resource data format standard. Based on the investigation results, this
project planned and established ‘Taiwan water exchanging data standard’ in eXtensible Markup Language (XML) format with several international implementation which offered 122 datasets for government data exchanging. 62 datasets of them all were provided as a source of open data of WRA.
After the draft standard has been established, this project held two significant meetings that invited experts for discussing and revising the structure and content of draft. In addition, a management platform had been also developed in this project for data demanders and providers communicate between different perspectives and maintain the datasets within this standard. The expected benefits of this project are the reduced matching time of data provider-demander, the improved accessibility of water resource data and the enhanced efficiency of hydro data exchanging.
