Elias Mpofu, PhD, CRC

is associate professor and head of discipline of rehabilitation counseling at the University of Sydney, Australia. Formerly professor of rehabilitation services at the Pennsylvania State University, he is recipient of three national research awards in rehabilitation: Mary Switzer Distinguished Research Award, National Council on Rehabilitation Education Researcher of the Year Award, and the American Rehabilitation Counseling Association Research Award (2007). Dr. Mpofu has more than 12 years of research and test development experience and also in the practice of assessment for intervention in educational and rehabilitation settings. Dr. Mpofu is co-editor of Assessment in Rehabilitation and health published by Merrill (2009) and with Thomas Oakland. He was a keynote speaker on equitable assessment practices at the annual conference of the International Test Commission in October 2004.

Thomas Oakland, PhD, ABPP, ABPN

is University of Florida Research Foundation Professor. He is President of the International Foundation for Children's Education, President-elect of the International Association of Applied Psychology's Division of Psychological Assessment and Evaluation, and past-presidents of the International School Psychology Association and the International Test Commission. He has worked in more than 40 countries. Dr. Oakland has authored or edited seven books, more than one hundred forty chapters and articles, and six psychological tests. He was a co-author of Standards for Educational and Psychological Testing and the 2002 APA code of ethics. He is a licensed psychologist, board certified in school psychology and neuropsychology, and has an active clinical and forensic practice. His interests center on psychological and educational characteristics of children and youth, cultural diversity, international issues, and professionalism. He is the recipient of Distinguished Service Awards from APA's Division of School Psychology and the International School Psychology Association and received the 2002 National Association of School Psychology's Legend Award. Dr. Oakland received APA's 2003 Award for Distinguished Contributions to the Advancement of Psychology Internationally.
