Quality Rating Improvement System for Early Care and Education ― Development, Implementation, Evaluation and Learning

Quality Rating and Improvement Systems (QRIS) are a set of educational reform efforts consisting of five basic elements: research-based quality standards, a process for monitoring standards, a process for supporting quality improvement, provision of financial incentives, and dissemination of information to stakeholders about program quality. In this work, Shen (education, Western Michigan U.), Ma (education statistics and mathematics education, U. of Kentucky), and co-authors present the principles of QRIS and illustrate how it is implemented through a case study of the Children's Services Council of Palm Beach County.
