Based on the key idea that social protection in a modern economy, both inside and outside the state, can be understood as protection of specific investments in human capital, the book offers a systematic explanation of popular preferences for redistributive spending, the economic role of political parties and electoral systems, and labor market stratification (including gender inequality). This is a fully revised and updated version of Hans van der Doel's Democracy and Welfare Economics. It presents the economic theory of political decision-making (otherwise knownn as new political economy, or public choice), providing students with an accessible and clear introduction to this important subject. The authors identify four different methods of decision-making by which the political process transforms the demands of individual citizens into government policy and public goods and services: negotiation, majority decision, representations and bureaucratic implementation. These are analysed, in turn, as independent decision-making models whose effectiveness is examined with reference to economic theory. A final chapter draws conclusions from this analysis, arguing that the size of the public sector is a result of forces that work in different directions at different stages of the political process.

Asylum has become a highly charged political issue across developed countries, raising a host of difficult ethical and political questions. What responsibilities do the world's richest countries have to refugees arriving at their borders? Are states justified in implementing measures to prevent the arrival of economic migrants if they also block entry for refugees? Is it legitimate to curtail the rights of asylum seekers to maximize the number of refugees receiving protection overall? The findings, several most surprising, dispel any notion of a trade-off between democracy and development. Economic development does not generate democracies but democracies are much more likely to survive in wealthy societies. Political regimes have no impact on the growth of total national incomes, while political instability affects growth only in dictatorships. Per capita incomes grow faster in democracies since population increases faster under dictatorships. In general, political regimes have more of an effect on demography than on economics.
