Whaley (defense analysis, US Naval Postgraduate School) bills this work on strategic deception and surprise in war as three books in one. The first provides a historical analysis of deception and surprise; examines their role in the national military doctrines of Britain, Germany, the United States, Russia, Italy, Japan, France, Israel, and China; considers their place within overall military theory; and builds theoretically upon Roberta Wohlstetter's signals and noise model first articulated in her analysis of Pearl Harbor. The second book consists of some 100 short case studies of surprise and deception in general war from the First World War's Battle of Liege to the 1968 Soviet invasion of Czechoslovakia. The third, "shadowy," book is found woven within the other two and consists of a methodology for studying and analyzing deception operations that uses abduction (inference to the best explanation) for identifying cases of surprise and deception when there is not necessarily any documentary evidence for such a conclusion.
