Produced by the United Nations Industrial Development Organization, this report draws on long-term time-series data and case study evidence in its analysis of policies that can harness manufacturing as a force for economic development (resource extraction is also discussed). It pays particular attention to small low-income countries that have difficulty achieving economies of scale for manufacturing without breaking into global markets and to middle-income countries that are having their manufacturing niches increasingly challenged by lower- income countries. Key policy areas discussed include the use of special economic zones for targeting infrastructure, promoting education in areas with export manufacturing clusters for knowledge aggregation, and spatially targeting labor market regulation and bankruptcy law so as to encourage high firm turnover in select regions. As with previous Industrial Development Reports, it also reviews industrial activity worldwide and highlights structural differences between and within regions.
