Sharlach expands her 1999 dissertation Bala: Economic Exchange Between Center and Provinces in the Ur III State to include the Puzris-Dagan and Lagash archives in order to provide a context for the bala of Umma, which was the original and remains her main focus. She elucidates the system of taxation by which the provinces supported the central government and uses that system to clarify the nature of the relationship between the provinces and the central government during the Ur III period, conventionally dated 2112-2004 BCE. She concentrates on her assertion and evidence supporting it, and so does not provide detailed philological details on the translation of the tablets.
