Using the American health care system as a leaping off point, the authors (both of the Hastings Center) compare and contrast the use of market practices in health care systems around the world. Their concluding evaluation judges the Canadian and solidarity-based Western European systems to be the best real-world cases, while the cases of rural China, India, and many African countries, where the market has triumphed in its harshest form, are deemed the worst. The authors recommend that countries considering issues of health-care system reform should adopt values-based criteria of evaluation that reject such market-oriented premises as the belief that the key to better health lies in deploying bigger and better technologically oriented health care and instead focus on government-supported healthcare systems that focus on prevention, reduction of behavior related causes of illness, and the role played by socioeconomic conditions in advancing health.
