Wang (U. of Limerick, Ireland) proposes an institutional theory of transition and applies it to analysis of Chinese agricultural reform and the open-door policy, the restoration of private enterprises and property rights, and the political and cultural orientation of the mass public during the period 1978 to the present. His institutional framework considers the role of political actors and institutions within the policy institutional environments of the international, ideological, domestic political, domestic economic, constitutional, and domestic civil-social environments. Based on the evidence of his case studies, he argues that reforms in the economic environment are spreading into the other institutional environments driving a process of "regime change" towards democracy.
