Prioritizing Security Sector Reform ― A New U.s. Approach

This volume presents 10 chapters relating a new security sector reform approach, arguing that the US needs a new security sector reform strategy for addressing security challenges in fragile environments related to postconflict and postauthoritarian states and transitioning and new democracies that have dysfunctional security sectors. After a section on the rationale for a new approach and why the US did not focus on security sector reform for the post-9/11 security environment, chapters outline three types of fragile environments and the types of security sector dysfunctions and capabilities to address them (post-Qaddafi Libya, Tunisia's reform challenges after the 2011 collapse of the Ben Ali regime, and Mexico); lessons learned from the British and Canadian experiences for the development of US policy and capabilities and using security sector reform for assisting fragile states; and security sector reform in the US, discussing disjointed policy documents, directives, and doctrines for security sector reform in the Bush and Obama administrations, the capabilities of the US for potential security sector reform programs, and the design of a new policy and approach.
