This book explores the interplay between war and environment in Henan Province, a hotly contested frontline territory that endured massive environmental destruction and human disruption during the conflict between China and Japan during World War II. In a desperate attempt to block Japan's military advance, Chinese Nationalist armies under Chiang Kai-shek broke the Yellow River's dikes in Henan in June 1938, resulting in devastating floods that persisted until after the war's end. Greater catastrophe struck Henan in 1942–3, when famine took some two million lives and displaced millions more. 本書從環境史角度研究中國的抗日戰爭，主要論述了1938年國民黨軍隊對黃河進行的戰略性改道以及其對環境所產生的影響，“試圖解釋複雜的歷史進程是如何使得中國的環境成為今天的樣子”。本書共分為七章，作者穆盛博按照時間線索講述了花園口決堤的前因後果以及在這一整個事件中環境、軍事和普通民眾之間的種種聯繫。

選編檔案共約4600頁，影印出版9冊。 檔案反應了1938～1950年間重慶電力股份有限公司籌設、創辦、經營、管理的情況和該時期在重慶的政府機構、工礦企業用電及居民生活用電狀況。編者從歷史沿革、規章制度、會議記錄、職員名冊、計劃總結、生產經營、財務狀況等方面對原始檔案進行了選編，對每一份檔案的來源、時間等關鍵信息進行了考訂，並擬定每一份檔案的標題。 民國時期重慶民族工業各廠礦企業留下了大量的檔案，除民生公司等個別企業檔案單獨保存外，一些重要的企業檔案主要保存于現重慶市檔案館的101個全宗裡，共計82205卷，涉及的重要企業約200餘家。 這些檔案除了少數軍工企業有所整理外，絕大部分都沒有系統的研究整理。本項目準備從12個不同的產業分類中，選取其中12家有代表性、檔案相對完整的企業，對其檔案進行選編影印，以利學界展開對戰時工業方面的深入個案的研究。同時，作為涵納各個重要工業門類中代表性企業的彙集，也可以對戰時社會的物質水平、經濟水平、生產狀況提供一個極有說服力的實證資料。 重慶作為西部地區設市較早的城市，其電力的產生、使用和發展，與重慶城市的發展緊密相連：1932年，重慶士紳潘文華、劉航琛、康心如等發起籌設重慶電力股份有限公司；1935年2月，該公司正式成立。隨著國民政府西遷，居民人口、工廠企業用電量日增，重慶電力股份有限公司也日益發展壯大，先後設有發電廠3個，資本總額達到3000萬元，發電量與用戶也有了很大程度的增長。因此，重慶電力股份有限公司的設立與發展，既伴隨著重慶城市的發展進步，又對重慶城市的近現代化進程有著積極的促進作用，是我們研究重慶城市以及重慶民族工業發展的重要對象。 但值得注意的是，即便在抗戰時期大力開發水電，但戰後重慶城通電用戶數統計僅有13000餘戶(非照明用戶不足1000)，這與戰時重慶高達百萬的人口形成了鮮明對比。陪都內林立的黨政軍機關和工廠的大量用電需求使得電力公司的供應能力完全不敷使用，不得不經常採取分區斷電等方法來周全。敵機的頻繁轟炸和戰事時間的無法預期更為電力公司的日常維護和長期發展帶來了重重阻礙。而檔案中對當時各政府、機關、事務單位偷電漏電拒交電費的情況，以及電力公司管理上的混亂情形也有較為詳細的描述。
