Democracy is inherently difficult in societies divided along deep ethnic cleavages. Elections in such societies will often encourage 'centrifugal' politics which reward extremist ethnic appeals, zero-sum political behaviour and ethnic conflict, and which consequently often lead to the breakdown of democracy. Reilly examines the potential of 'electoral engineering' as a mechanism of conflict management in divided societies. He focuses on the little-known experience of a number of divided societies which have used preferential, vote-pooling electoral systems - such as Papua New Guinea, Sri Lanka, Northern Ireland and Fiji. Examination of these cases shows that electoral systems which encourage bargaining between rival political actors, which promote the development of broad-based, aggregative political parties and which present campaigning politicians with incentives to attract votes from a range of ethnic groups can, under certain conditions, encourage the development of moderate, accom

International negotiations have become an increasingly widespread feature of international affairs, as the number of parties involved have grown, and regional and global fora have multiplied. Cecilia Albin examines the role of considerations of justice and fairness in these negotiations. She argues that negotiators do not simply pursue their narrow interests or those of their countries, but regularly take principles of justice and fairness into account. These principles come into play at an early stage, as talks are structured and agendas set; in the bargaining process itself; and in the implementation of and compliance with agreements. The analysis is based on cases in four important areas: the environment; international trade; ethnic conflict (the Israeli-Palestinian conflict); and arms control. Why are politicians able to form electoral coalitions that bridge ethnic divisions in some countries and not others? This book answers this question by presenting a theory of pecuniary coalition building in multi-ethnic countries governed through patronage. Focusing on sub-Saharan Africa, the book explains how the relative autonomy of business from state-controlled capital affects political bargaining among opposition politicians in particular. While incumbents form coalitions by using state resources to secure cross-ethnic endorsements, opposition politicians must rely on the private resources of business to do the same. This book combines cross-national analyses of African countries with in-depth case studies of Cameroon and Kenya to show that incumbents actively manipulate financial controls to prevent business from supporting their opposition.
