Following the protest movements and radicalism of the late sixties, many affluent countries experienced lethal revolutionary terrorism. Groups like the Red Brigades in Italy and the Red Army Faction in Germany provoked political crises in their countries. Other affluent countries, however, did not experience this same kind of violence. This book offers a historical-comparative explanation of this cross-national variation, focusing on the development paths followed by countries during the interwar period. The countries that followed a non-liberal path (marked by anarchist terrorism, democratic breakdowns, civil wars, land inequality, non-liberal capitalism, and late industrialization) suffered lethal left-wing terrorism decades later. Terrorism is thus explained as a feature of the political and economic system. Why do some people support redistributive policies such as a generous welfare state, social policy or protections for the poor, and others do not? The (often implicit) model behind much of comparative politics and political economy starts with redistribution preferences. These affect how individuals behave politically and their behavior in turn affects the strategies of political parties and the policies of governments. This book challenges some influential interpretations of the political consequences of inequality. Rueda and Stegmueller provide a novel explanation of how the demand for redistribution is the result of expected future income, the negative externalities of inequality, and the relationship between altruism and population heterogeneity. This book explains the contrasting strategies and their electoral fortunes of social democratic parties in the major European democracies in the 1970s and 1980s. Going beyond approaches that focus on the influence of class structure and political economic institutions, The Transformation of European Social Democracy analyses the party's competitive situation in the electoral arena, the constraints and opportunities of party organisation, and the role of ideological legacies to explain the strategic choices social democratic parties have made and the electoral results they have achieved. Far from being doomed to decline, social democracy's success depends on its ability to transform its political message and to construct new electoral coalitions.
Why do women protest? Under what conditions do women protest on the basis of their gender identity? Professor Baldez answers in terms of tipping, timing and framing. She relies on the concept of tipping to identify the point at which diverse organizations converge to form a women's movement. She argues that two conditions trigger this mobilization among women: partisan realignment, understood as the emergence of a new set of issues around which political elites define themselves, and women's decision to frame realignment in terms of widely held norms about gender difference. To illustrate these claims, she compares two very different women's movements in Chile: the mobilization of women against President Salvador Allende (1970–3) and that against General Augusto Pinochet (1973–90). Despite differences between these two movements, both emerged amidst a context of partisan realignment and framed their concerns in terms of women's exclusion from the political arena.
This book argues that the post-1970 rise in international capital mobility has not contributed to the retrenchment of developed welfare states. Nor has globalization reduced the revenue-raising capacities of governments and undercut the political institutions that support the welfare state. Rather, institutional features of the polity and the welfare state determine the extent to which the economic and political pressures associated with globalization produce welfare state retrenchment. In systems characterized by electoral institutions, social corporatist interest representation and policy-making, centralized political authority, and social insurance-based program structures, pro-welfare state interests are favored. Widespread support among rural people for the leftist insurgency during the civil war in El Salvador challenges conventional interpretations of collective action. Those who supplied tortillas, information, and other aid to guerillas took mortal risks and yet stood to gain no more than those who did not. Wood's rich tapestry of explanation is based on oral histories gathered from peasants who supported the insurgency and those who did not over a period of many years during and immediately following the war, and interviews with military commanders of both sides. Peasants supported the FMLN, Wood found, not for any material gain that was contingent on their participation, but rather for moral and emotional reasons. Wood's alternative model places emotions and morals, as well as conventional interests, at the heart of collective action.
Why were European economies able to pursue the simultaneous commitment to full employment and welfare state expansion during the first decades of the postwar period and why did this virtuous relationship break down during recent decades? This book provides an answer to this question, by highlighting the critical importance of a political exchange between unions and governments, premised on wage moderation in exchange for the expansion of social services and transfers. The strategies pursued by these actors in these political exchanges are influenced by existing wage bargaining institutions, the character of monetary policy and by the level and composition of social policy transfers. The book demonstrates that the gradual growth in the fiscal burden has undermined the effectiveness of this political exchange, lowering the ability of unions' wage policies to affect employment outcomes.
This study demonstrates that in a time of massive change characterized by the emergence of entirely new political systems and a fundamental reorganization of economic life, systematic patterns of economic conditions affecting election results at the aggregate level can in fact be identified during the first decade of post-communist elections in five post-communist countries: Russia, Poland, Hungary, Slovakia, and the Czech Republic. A variety of theoretical arguments concerning the conditions in which these effects are more or less likely to be present are also proposed and tested. Analysis is conducted using an original data set of regional level economic, demographic, and electoral indicators, and features both broadly based comparative assessments of the findings across all twenty elections as well as more focused case study analyses of pairs of individual elections.
This 1997 book addresses the current debate regarding the liabilities and merits of presidential government. Social movements have an elusive power but one that is altogether real. From the French and American revolutions to the post-Soviet, ethnic and terrorist movements of today, contentious politics exercises a fleeting but powerful influence on politics, society and international relations. This study surveys the modern history of the modern social movements in the West and their diffusion to the global South through war, colonialism and diffusion, and it puts forward a theory to explain its cyclical surges and declines. It offers an interpretation of the power of movements that emphasizes effects on the lives of militants, policy reforms, political institutions and cultural change. The book focuses on the rise and fall of social movements as part of contentious politics in general and as the outcome of changes in political opportunities and constraints, state strategy, the new media of communication and transnational diffusion.
