Following the protest movements and radicalism of the late sixties, many affluent countries experienced lethal revolutionary terrorism. Groups like the Red Brigades in Italy and the Red Army Faction in Germany provoked political crises in their countries. Other affluent countries, however, did not experience this same kind of violence. This book offers a historical-comparative explanation of this cross-national variation, focusing on the development paths followed by countries during the interwar period. The countries that followed a non-liberal path (marked by anarchist terrorism, democratic breakdowns, civil wars, land inequality, non-liberal capitalism, and late industrialization) suffered lethal left-wing terrorism decades later. Terrorism is thus explained as a feature of the political and economic system. Why do women protest? Under what conditions do women protest on the basis of their gender identity? Professor Baldez answers in terms of tipping, timing and framing. She relies on the concept of tipping to identify the point at which diverse organizations converge to form a women's movement. She argues that two conditions trigger this mobilization among women: partisan realignment, understood as the emergence of a new set of issues around which political elites define themselves, and women's decision to frame realignment in terms of widely held norms about gender difference. To illustrate these claims, she compares two very different women's movements in Chile: the mobilization of women against President Salvador Allende (1970–3) and that against General Augusto Pinochet (1973–90). Despite differences between these two movements, both emerged amidst a context of partisan realignment and framed their concerns in terms of women's exclusion from the political arena.

This book argues that the post-1970 rise in international capital mobility has not contributed to the retrenchment of developed welfare states. Nor has globalization reduced the revenue-raising capacities of governments and undercut the political institutions that support the welfare state. Widespread support among rural people for the leftist insurgency during the civil war in El Salvador challenges conventional interpretations of collective action. Those who supplied tortillas, information, and other aid to guerillas took mortal risks and yet stood to gain no more than those who did not. Wood's rich tapestry of explanation is based on oral histories gathered from peasants who supported the insurgency and those who did not over a period of many years during and immediately following the war, and interviews with military commanders of both sides. Peasants supported the FMLN, Wood found, not for any material gain that was contingent on their participation, but rather for moral and emotional reasons. Wood's alternative model places emotions and morals, as well as conventional interests, at the heart of collective action.

Why were European economies able to pursue the simultaneous commitment to full employment and welfare state expansion during the first decades of the postwar period and why did this virtuous relationship break down during recent decades? This book provides an answer to this question, by highlighting the critical importance of a political exchange between unions and governments, premised on wage moderation in exchange for the expansion of social services and transfers. The strategies pursued by these actors in these political exchanges are influenced by existing wage bargaining institutions, the character of monetary policy and by the level and composition of social policy transfers. The book demonstrates that the gradual growth in the fiscal burden has undermined the effectiveness of this political exchange, lowering the ability of unions' wage policies to affect employment outcomes.

This study demonstrates that in a time of massive change characterized by the emergence of entirely new political systems and a fundamental reorganization of economic life, systematic patterns of economic conditions affecting election results at the aggregate level can in fact be identified during the first decade of post-communist elections in five post-communist countries: Russia, Poland, Hungary, Slovakia, and the Czech Republic. A variety of theoretical arguments concerning the conditions in which these effects are more or less likely to be present are also proposed and tested. Analysis is conducted using an original data set of regional level economic, demographic, and electoral indicators, and features both broadly based comparative assessments of the findings across all twenty elections as well as more focused case study analyses of pairs of individual elections.
