Conflicts involve powerful experiences. The residue of these experiences is captured by the concept and language of emotion. Indiscriminate killing creates fear; targeted violence produces anger and a desire for vengeance; political status reversals spawn resentment; cultural prejudices sustain ethnic contempt. These emotions can become resources for political entrepreneurs. A broad range of Western interventions are based on a view of human nature as narrowly rational. Correspondingly, intervention policy generally aims to alter material incentives ('sticks and carrots') to influence behavior. In response, poorer and weaker actors who wish to block or change this Western implemented 'game' use emotions as resources. This book examines the strategic use of emotion in the conflicts and interventions occurring in the Western Balkans over a twenty-year period. Using the tools of game theory, Svolik explains why some dictators establish personal autocracy and stay in power for decades; why elsewhere leadership changes are regular and institutionalized, as in contemporary China; why some dictatorships are ruled by soldiers, as Uganda was under Idi Amin; why many authoritarian regimes, such as PRI-era Mexico, maintain regime-sanctioned political parties; and why a country's authoritarian past casts a long shadow over its prospects for democracy, as the unfolding events of the Arab Spring reveal. This book addresses two questions - why some political systems have more centralized systems of interpersonal redistribution than others, and why some political unions make larger efforts to equalize resources among their constituent units than others. This book presents a new theory of the origin of fiscal structures in systems with several levels of government. The argument points to two major factors to account for the variation in redistribution: the interplay between economic geography and political representation on the one hand, and the scope of interregional economic externalities on the other. To test the empirical implications derived from the argument, the book relies on in-depth studies of the choice of fiscal structures in unions as diverse as the European Union, Canada and the United States in the aftermath of the Great Depression; Germany before and after Reunification; and Spain after the transition to democracy.

This book presents a new explanation of the rise, development and demise of social movements and cycles of protest in autocracies; the conditions under which protest becomes rebellion; and the impact of protest and rebellion on democratization. Focusing on poor indigenous villages in Mexico's authoritarian regime, the book shows that the spread of US Protestant missionaries and the competition for indigenous souls motivated the Catholic Church to become a major promoter of indigenous movements for land redistribution and indigenous rights. The book explains why the outbreak of local rebellions, the transformation of indigenous claims for land into demands for ethnic autonomy and self-determination, and the threat of a generalized social uprising motivated national elites to democratize. Drawing on an original dataset of indigenous collective action and on extensive fieldwork, the empirical analysis of the book combines quantitative evidence with case studies and life histories.
The essays in this book trace the development of Joel Migdal's 'state-in-society' approach. That approach illuminates how power is exercised around the world, and how and when patterns of power change. Despite the triumph of concept of state in social science literature, actual states have had great difficulty in turning public policies into planned social change. The state-in-society approach points observers to the ongoing struggles over which rules dictating how people will lead their daily lives. These struggles, which ally parts of the state and groups in society against other such coalitions, determine how societies and states create and maintain distinct ways of structuring day-to-day life - the nature of the rules that govern people's behavior, whom they benefit and whom they disadvantage, which sorts of elements unite people and which divide them, what shared meaning people hold about their relations with others and their place in the world.
In an age of financial globalization, are markets and democracy compatible? For developing countries, the dramatic internationalization of financial markets over the last two decades deepens tensions between politics and markets. Notwithstanding the rise of left-leaning governments in regions like Latin America, macroeconomic policies often have a neoliberal appearance. When is austerity imposed externally and when is it a domestic political choice? By combining statistical tests with extensive field research across Latin America, this book examines the effect of financial globalization on economic policymaking. Kaplan argues that a country's structural composition of international borrowing and its individual technocratic understanding of past economic crises combine to produce dramatically different outcomes in national policy choices. Incorporating these factors into an electoral politics framework, the book then challenges the conventional wisdom that political business cycles
This book argues that the post-1970 rise in international capital mobility has not contributed to the retrenchment of developed welfare states. Nor has globalization reduced the revenue-raising capacities of governments and undercut the political institutions that support the welfare state. Rather, institutional features of the polity and the welfare state determine the extent to which the economic and political pressures associated with globalization produce welfare state retrenchment. In systems characterized by electoral institutions, social corporatist interest representation and policy-making, centralized political authority, and social insurance-based program structures, pro-welfare state interests are favored. In nations characterized by majoritarian electoral institutions, pluralist interest representation and policy-making, decentralization of policy-making authority, and liberal program structure, the economic and political pressures attendant on globalization are translated
The movement for European integration has yielded a European Union of fifteen states with a unified monetary system that will eventually embrace over 370 million people. If current trends continue, an average of one in ten of these people will be unemployed. Not surprisingly, the European public ranks joblessness among its primary political concerns. This book focuses on both unemployment and economic unification. It examines the consequences of each and their interconnections. With chapters on the policy implications of European union, on current workings of domestic bargaining institutions and on how unemployment affects political behavior, this book yields a message with important policy implications: the organized managed economies of Europe should be reformed but not replaced, and a united Europe should be wary of modeling itself on the United States.
Why has the literature on Asian development not addressed the issue of money politics in Korea? How can we reconcile the view of an efficient developmental state in Korea before 1997 with reports of massive corruption and inefficiency in that same country in 1998 and 1999? Politics is central to the answer. In this book the author makes two arguments. First, both Korea and the Philippines experienced significant corruption throughout the post-independence era. Second, political - not economic - considerations dominated policy making in both countries. Focusing on the exchange of favors for bribes between state and business, the author argues that politics drove policy choices, that bureaucrats were not autonomous from political interference in setting policy, and that business and political elites wrestled with each other over who would reap the rents to be had. Even in Korea, corruption was far greater than the conventional wisdom allows.
Nationally-specific definitions of citizenship proved decisive for the development of the Tax State in Brazil and South Africa in the twentieth century. Although both countries had been divided along racial and regional lines in the late nineteenth century, watershed constitutions addressed these political problems in very different ways. South Africa's institutionalized white supremacy created a level of political solidarity that contributed to the development of a highly progressive and efficient tax system. In Brazil, federalism and official non-racialism proved more divisive, making the enactment and collection of progressive taxes much more difficult. The legacy of these divergent state-building processes remains evident at the beginning of the twenty-first century. Lieberman extends this analysis to a wider group of country cases and finds similar patterns and causal relationships between the politics of race, region, and taxation. The ultimate goal of environmental policy is reducing pollution. Attention to environmental problems in the social sciences has brought some bold generalizations about causes of good results, but almost no systematic cross-national studies that flesh out major theoretical arguments and test those claims with data. This study makes a seminal contribution to that effort in two ways. First, by taking environmental outcomes over the last thirty years as the central dependent variable, it provides a basis for evaluating national performance in reducing environmental problems. Second, by developing a data set including performance in a number of countries and elaborating on major explanations of environmental performance found in the literature, this study provides the most rigorous available analysis of the determinants of environmental performance. In so doing, it challenges what is probably the conventional wisdom in the social sciences.
Stuffing the Ballot Box is a pioneering study of electoral fraud and reform. It focuses on Costa Rica, a country where parties gradually transformed a fraud-ridden political system into one renowned for its stability and fair elections by the mid-twentieth century. Lehoucq and Molina draw upon a unique database of more than 1,300 accusations of ballot-rigging to show that parties denounced fraud where electoral laws made the struggle for power more competitive. They explain how institutional arrangements generated opportunities for executives to assemble legislative coalitions to enact far-reaching reforms. This book also argues that nonpartisan commissions should run elections and explains why splitting responsibility over election affairs between the executive and the legislature is a recipe for partisan rancour and political conflict. Why do some state-building efforts succeed when others fail? Using formerly unavailable archival sources, this book presents an explanation for the rise and subsequent collapse of the Soviet state. The study explains how personal networks and elite identity served as informal sources of power that influenced state strength. Reconstructing the State also offers alternative interpretations of how the weak Bolshevik state extended its reach to a vast rural and multi-ethnic periphery as well as the dynamics of the center-regional conflict in the 1930s that culminated in the Great Terror.
Most African countries have a population composed of a multitude of language groups and most African citizens have a varied repertoire allowing them to rely on different languages for use in the home, at school, in the market, at work and in communicating with political authorities. Language Repertoires and State Construction in Africa analyses the complex language scene in Africa today and asks whether this distinctive web of language use is symptomatic of the early stage of state construction. If so, one would expect that as each of these states develops there will be a rationalisation of language use and agreement on a common language within the country's borders. Alternately, Africa's language scene may be the result of a particular historical context of state construction, with the implication that political development will not lead to the one-state, one-language outcome typical of the idealised nation-state.
Comparative research is exploding with alternative methodological and theoretical approaches. In this book, experts in each one of these methods provide a comprehensive explanation and application of time-series, pooled, event history and Boolean methods to substantive problems of the welfare state. Geoffrey Garrett challenges the conventional wisdom about the domestic effects of the globalization of markets in the industrial democracies: the erosion of national autonomy and the demise of leftist alternatives to the free market. He demonstrates that globalization has strengthened the relationship between the political power of the left and organized labour and economic policies that reduce market-generated inequalities of risk and wealth. Moreover, macroeconomic outcomes in the era of global markets have been as good or better in strong left-labour regimes ('social democratic corporatism') as in other industrial countries. Pessimistic visions of the inexorable dominance of capital over labour or radical autarkic and nationalist backlashes against markets are significantly overstated. Electoral politics have not been dwarfed by market dynamics as social forces. Globalized markets have not rendered immutable the efficiency-equality trade-off.
During the post-World War II period, a pattern emerged in several European countries: the concentrated and centralized political regulation of the economy, based on the adoption of Keynesian policies, the development of the welfare state and moderately successful attempts at tripartite integration. This pattern entered a deep crisis in the 1980s however, and in the view of many observers, was replaced by a far-reaching deregulation of the economy. The author argues that social and political institutions have by no means lost their ability to structure economic activities. They have, in fact, shaped the different ways in which the European economies have adjusted to market conditions. A pattern of 'micro-social' regulation of European economies emerged as a potential candidate to take the place of the 'macropolitical' one. This volume discusses the conditions under which a change from a macro to a micro form takes place, as well as the features of the emerging pattern.
Social movements such as environmentalism, feminism, nationalism, and the anti-immigration movement are a prominent feature of the modern world and have attracted increasing attention from scholars in many countries. Comparative Perspectives on Social Movements, first published in 1996, brings together a set of essays that focus upon mobilization structures and strategies, political opportunities, and cultural framing and ideologies.
