This is a study of Britain's attempts after the Manchurian crisis of 1931–3 to redefine her aims in east Asia and to develop a viable policy of friendship towards China and goodwill towards Japan. The author emphasizes the part played by economic problems, pacifist sentiment and the failure of the disarmament conference in influencing the thinking of policy makers, and discusses Britain's dilemma of trying to provide for defence in Europe while maintaining the facade of an imperial power. Although Britain did not seek to challenge Japan's China policy, she was not prepared to give Japan a free hand in China, or to grant concessions elsewhere. In practice, British attempts to rehabilitate China appeared as a challenge to Japan. Yet, most fundamentally, natural law theory is not a political theory, but a moral theory, or more accurately a theory of practical rationality. According to the natural law account of practical rationality, the basic reasons for actions are basic goods that are grounded in the nature of human beings. Practical rationality aims to identify and characterize reasons for action and to explain how choice between actions worth performing can be appropriately governed by rational standards. These standards are justified by reference to features of the human goods that are the fundamental reasons for action. Is there a public good? A prevalent view in political science is that democracy is unavoidably chaotic, arbitrary, meaningless, and impossible. Such scepticism began with Condorcet in the eighteenth century, and continued most notably with Arrow and Riker in the twentieth century. In this powerful book, Gerry Mackie confronts and subdues these long-standing doubts about democratic governance. Problems of cycling, agenda control, strategic voting, and dimensional manipulation are not sufficiently harmful, frequent, or irremediable, he argues, to be of normative concern. Mackie also examines every serious empirical illustration of cycling and instability, including Riker's famous argument that the US Civil War was due to arbitrary dimensional manipulation. The cosmopolitan idea of justice is commonly accused of not taking seriously the special ties and commitments of nationality and patriotism. This is because the ideal of impartial egalitarianism, which is central to the cosmopolitan view, seems to be directly opposed to the moral partiality inherent to nationalism and patriotism. Most expressions in natural language are vague. But what is the best semantic treatment of terms like 'heap', 'red' and 'child'?
