Based on new research and syntheses of the literature on 'communalism', it argues that religious conflict in this region in the modern period was never simply based on sectarian or theological differences or the clash of civilizations. Instead, the book proposes that the connection between religious radicalism and everyday violence relates to the actual (and perceived) weaknesses of political and state structures. For some, religious and ethnic mobilisation has provided a means of protest, where representative institutions failed. For others, it became a method of dealing with an uncertain political and economic future. For many it has no concrete or deliberate function, but has effectively upheld social stability, paternalism and local power, in the face of globalisation and the growing aspirations of the region's most underprivileged citizens.

The central element of the taxpayer's relationship with the law was the protection it afforded to ensure only the correct amount of tax was paid, that it was legally levied and justly administered. These legal safeguards consisted of the fundamental constitutional provision that all taxes had to be consented to in Parliament, local tax administration, and a power to appeal to specialist tribunals and the courts. The book explains how these legal safeguards were established and how they were affected by changing social, economic and political conditions. They were found to be restrictive and inadequate, and were undermined by the increasing dominance of the executive. Though they were significantly recast, they were not destroyed. They proved flexible and robust, and the challenge they faced in Victorian England revealed that the underlying, pervasive constitutional principle of consent from which they drew their legitimacy provided an enduring protection for the taxpayer.

This book argues that threats to homeland territories force centralization within the state, for three reasons. First, territorial threats are highly salient to individuals, and leaders must respond by promoting the security of the state. Second, threatened territories must be defended by large, standing land armies and these armies can then be used as forces for repression during times of peace. Finally, domestic political bargaining is dramatically altered during times of territorial threat, with government opponents joining the leader in promoting the security of the state. Leaders therefore have a favorable environment in which to institutionalize greater executive power. These forces explain why conflicts are associated with centralized states, and in turn why peace is associated with democracy.

Drawing on extensive fieldwork in multiple sites in these countries, this book explores what religious and political authority want from one another, how they negotiate the terms of their relationship, and how cooperative or conflicting their interactions are. This comparison reveals that while tensions exist between the two sides, there is also ample room for mutually beneficial interaction. Religious communities and their authoritarian overseers are cooperating around the core issue of politics - namely, the struggle for money, power and prestige - and becoming unexpected allies in the process.
