100年度「新一代網際網路協定互通認證計畫」(3/4)研究報告

2011年2月3日國際網路位址分配機構(IANA)已分配最後剩下的5個Class A之IPv4位址分別配給全球五個區域網路資訊中心 (RIR)，並宣告IPv4位址完全分配完畢，接著2011年4月15日亞太網路資訊中心(APNIC)是全世界最早宣告枯竭的RIR，其餘的RIR也正在陸續發生枯竭並停止核發IPv4位址，依據國際估計，其餘的RIR所握有的IPv4位址預計在2014年全部發罄。我國在「新一代網際網路協定互通認證計畫」(即本計畫)的努力下，累積第一期IPv6發展計畫及本期於2009年至2011年的推動績效，已展現豐碩及具體的成果。本研究已提出我國政府升級推動IPv6時程表及政策宣示之建議方案，並建議我國政府成立專責的IPv6推動辦公室分期推動網路升級。希望借由政府的力量來帶動整體產業發展。雖然我國政府已有計畫推動IPv6網路，但民間市場仍然缺乏誘因，以政府政策支援的角度而言，建議政府應提供其它誘因以促使相關業者積極發展IPv6技術與應用，共同促進我國近一代IPv6網路之發展。

On 3rd February 2011, IANA assigned the last 5 Class A of the IPv4 address to the 5 RIRs and announced that there is no more IPv4 address in the pool. Moreover, on 15th April 2011, the APNIC was the first announcement of the IPv4 address exhaustion. According to the international estimation, the remaining IPv4 address would be finished assigning by other RIRs in 2014. In order to solve the IPv4 depletion problem, our government implements the project which is Interoperability and Certification of Next Generation Internet. The project has got fruitful and concrete results regarding the IPv6 deployment and development in Taiwan. On the other hand, the Internet upgrade in 2011 has been undertaken by the Executive Yuan in Taiwan and the NICI will set up an exclusive office to push ahead with the Internet upgrade by stages. It is hoped that the industry in Taiwan can be well developed by our government force. Although our government has the plan to push ahead with the IPv6 network in Taiwan, the industry has lost their interest in it. However, in the government’s role, the government should provide other inviting condition and benefit to promote the IPv6 development. Both of government and industry should take the responsibility to promote the IPv6 development for our country together.
