Article 22 of the Universal Declaration of Human Rights, which asserts the right to social security through economic, social and cultural rights, was adopted in 1948 by the United Nations. It goes further than the traditional western emphasis on negative liberties, exemplified by non-governmental interference with basic human freedoms, and is thus somewhat controversial. Diller has extensive experience in international law in both public and private practice and has taught international human rights law, including at Georgetown University Law Center and the University of Virginia law School.
