Social Security Cases in Europe

Dr. Klaus Kapuy is an expert in social law and social policy. He works at the Austrian Pension Insurance Institution and teaches at the Institute for Austrian and European Labour Law and Social Security Law at the Vienna University of Economics and Business. He received his PhD in Law from the University of Leuven (KU Leuven). The title of his thesis: “The social security position of irregular migrant workers, as compared to the social security position of a State’s own nationals who perform work in an undeclared way”.

Bernhard Zaglmayer studied law at the Karl-Franzens University of Innsbruck Austria. He started his career as a scientific researcher at the KU Leuven, working for the European Institute of Social Security, where he has been involved in projects related to social security law of the Council of Europe and the European Union. He has been working for the EFTA Surveillance Authority since 2006, first as legal case handler in the Internal Market Affairs Directorate and, since 2011, as Deputy Director of that Directorate. His main expertise is social security law (national and international) and European law in relation to free movement of persons, in particular social security coordination law and recognition of professional qualifications.
