Pozdnakova (maritime law, U. of Oslo) reports the results of his research in 2008-12 as part of the larger Safety and Security at Sea project. In addition to considering international law, he focuses on the legal systems of Norway and Russia and on the European Union rules on criminal sanctions for ship-source pollution. His topics include the flag state's jurisdiction under international law to prescribe sanctions for ship-source pollution, prescriptive criminal jurisdiction over pollution violations involving foreign vessels, the interdiction of foreign vessels and crews for pollution violations, and safeguards against excessive enforcement by non-flag states.
