Transforming Public Leadership for the 21st Century

In the view of Morse (public administration and government, U. of North Carolina at Chapel Hill), Buss (program director, National Academy of Public Administration), and Kinghorn (chief operating officer at Grant Thornton's Global Public Sector practice), there has been far too little scholarship on the leadership dimensions of the "new governance" in public administration, leaving a gap in which continuing reliance on a hierarchical, organizational, and positional paradigm has not caught up with new notions on governance, networks, and collaboration. They present 18 papers intended to begin filling that gap by discussing the characteristics of leadership in public administration in the 21st century, theories of transformational stewardship, and leadership and its role in consensus building and using managed networks. Papers also address military perspectives on leadership, case studies in management reform, leadership strategies for large-scale information technology implementations in government, public administration leadership and the "War on Terror," and leadership and ethics.
