The Facilitative Leader in City Hall ― Reexamining the Scope and Contributions

This collection of 16 papers, edited by Zvara (Center for Urban Innovation, Arizona State U.), promotes the idea of a facilitative style of mayoral leadership that empowers other officials rather than seeks power over them and also aims to correct misconceptions concerning leadership in council-manager governments in the United States, which Zvara argues provide better conditions for developing a constructive leadership style. It carries out this task through the presentation of case studies of mayoral leadership in both council-manager and mayor-council cities over the past ten years, following Zvara's description of the model of facilitative leadership and analysis of a survey of city council members from around the country concerning the nature of mayoral leadership.
