International Perspectives on Financing Higher Education

The funding of higher education is under stress. On the one hand, the benefits of universities for economic prosperity and growth are increasing as universities graduate more students; undertake a greater share of scientific research; and, through cooperation with business, stimulate the technological advance of the private sector. At the same time, government funding of higher education is stagnating or even falling in many countries. The book brings together the views of an international group of experts on the financing of higher education. They examine funding trends in Asia, Europe and the United States and present practical proposals for the reform of university funding and operations and examples of successful ways of building links between industry and universities that can be mutually beneficial and supplement government funding of higher education.

Josef C. Brada is Professor of Economics Emeritus at Arizona State University. He is co-editor of Comparative Economic Studies and Editor of Eastern European Economics. Brada has published extensively on comparative economic systems, transition economics, economic growth and international economics.

Wojciech Bienkowski received his MA degree from the Warsaw School of Economics. He studied at the PhD program of the University of Rochester and at Harvard University as a visiting scholar. Currently he is Dean of the Department of Economics and Management at Lazarski University and Director of its US Economy and Transatlantic Relations Institute.

Masaaki Kuboniwa is Professor at the Institute of Economic Research, Hitotsubashi University and a senior fellow of National Chung Hsing University. He received his MA and PhD from Hitotsubashi University. He has written extensively on economic mathematical modelling, the quantitative analysis of development, and the comparative analysis of the Soviet and the post-Soviet economies.
