Middle powers for Spero (political science, Fitchburg State College) are not necessarily countries situated between the European Union and Russia, though in fact those he discusses are, Rather they are lesser powers than great powers, yet powerful enough to have some degree of discretion in how they conduct their national affairs. He focuses on the regional strategies that specific middle powers formulate and implement against great powers to grapple with globalization's security dilemmas. Joshua B. Spero is assistant professor of political science at Fitchburg State College and has taught at Dartmouth and Merrimack Colleges. Dr. Spero also served as senior civilian strategic planner in the European/ NATO Office, the Joint Chiefs of Staff, from 1994-2000, as part of a public service career spanning nearly 15 years, and currently consults with international affairs organizations and the U.S. Government.
