The Economics of Natural Resources in Latin America ─ Taxation and Regulation of the Extractive Industries

This book focuses on economic efficiency: where Latin America stands in terms of the current tax system for the extractive sector; how policies have changed in this regard and how policies may be improved. This text is timely and poses a challenge to natural resource tax systems in Latin America. Written by an array of authors from the region, this book features cross country comparisons on taxation and its impact on resource producers’ decisions. It also features case studies on Chile and Peru which present detailed analysis on the effects of the tax system, and how those countries deal with them. The book delves into issues that affect taxation: competing jurisdictions in Argentina and heterogeneous resources of oil in Venezuela.

Osmel Manzano is Regional Economic Advisor for the Country Department for Belize, Central America, Mexico, Panama and Dominican Republic at the Inter-American Development Bank. He is also Adjunct Professor at the McCourt School of Public Policy in Georgetown University, USA and IESA Business School, Venezuela.

Fernando Navajas is Chief Economist of the Latin American Economic Research Foundation (FIEL) and Professor of the Departments of Economics, University of Buenos Aires and the National University of La Plata, Argentina.

Andrew Powell is Principal Advisor in the Research Department (RES) of the Inter-American Development Bank. He has published numerous academic papers in leading economic journals in areas including commodity markets, risk management, the role of multilaterals, regulation, banking and international finance.
