2022年美國OpenAI發布大型語言模型ChatGPT至今，因為強大的自然語言處理能力，吸引眾多國際大廠與新創企業，紛紛思考生成式AI在各項領域的技術應用，預期生成式AI在2024年，也將持續與全球各產業領域持續激盪出新興應用及商機。但是，目前也有有許多專家學者憂心，各項AI的產業應用對社會可能產生的負面影響，這是生成式AI為全球產業所帶來的契機與隱憂。生成式AI的多模態（Multi-Modal）發展趨勢，深度合成偽造的影音圖文，不僅影響民眾對「真相」的認知，同時也增加公眾在事實與虛假之間的分辨困難度，進而對民主程序與公共信任產生破壞性的影響。運用生成式AI的「合成資料」（Synthetic Data），目前可概分為「模型預訓練（Pre-train）階段由AI合成」及「在模型上線之後，再由人類合成」兩類，隨著相關技術與工具的日漸普及提升，未來合成資料的真實性更難以辨識，因此社會大眾的數位素養與危機意識也應該與時俱進，對抗虛假內容為社會及個人帶來的威脅與損失。2023年國際AI醫療新創募資市場歷經戰爭、升息等因素影響下持續低迷，較2022年的獲投金額衰退逾60%，總募資金額是繼2018年以來的最低點，多家醫療新創獨角獸陷入經營困境，例如第一個獲得美國FDA核准的處方數位療法的Pear Therapeutics在2021年上市，結果於2023年4月申請破產。雖然醫療新創業者面臨艱困的生存挑戰，但是全球健康醫療市場仍然持續成長。觀察AI醫療新創廠商的實收資本額，2023年上半年較2022年同期成長1.8倍，主要成長動能來自結合生成式AI的流程管理與支援系統，以及日趨成熟發展的AI精準醫療，即占2023年整體募資金額的38.2%，其次為AI臨床診療占28%。在國際智慧醫療領域的新創業者，運用AI技術試圖改善新藥開發效率，力圖突破花費數十年的時間與高昂的研發成本後，成功開發新藥的機率卻不到10%的魔咒。因此，觀察新創業者運用數據與AI技術，發展輔助新藥開發的解決方案及關鍵技術與應用面向，將是未來值得持續關注的重點。AI輔助精準醫療並結合醫療大數據分析，除協助醫師診斷、建議治療方式與用藥的應用外，目前更延伸至預後的評估，創造出新興整合式智慧醫療（eHealth）模式。世界衛生組織（WHO）將智慧醫療（eHealth）定義為「資通訊科技在醫療及健康領域」的應用，包括醫療照護、疾
