Hegemonic states in which one ethnic group completely dominates all others will continue to face enormous pressures to transform because they are out of step with the new, emerging, global governing code that emphasizes democracy and equal rights. Refusal to change would lead such states to lose international legitimacy and face increasing civil strife, instability, and violence. Through systematic theoretical analysis and careful empirical study of 14 key cases, Peleg examines the options open to polities with diverse populations. Challenging the conventional wisdom of many liberal democrats, Peleg maintains that the preferred solution for a traditional hegemonic polity is not merely to grant equal rights to individuals, but also to incorporate significant group rights via mega-constitutional transformation.

State and Religion in Israel begins with a philosophical analysis of the two main questions regarding the role of religion in liberal states: should such states institute a 'Wall of Separation' between state and religion? Should they offer religious practices and religious communities special protection? Gideon Sapir and Daniel Statman argue that liberalism in not committed to Separation, but is committed to granting religion a unique protection, albeit a narrower one than often assumed. They then use Israel as a case study for their conclusions. Although Israel is defined as a Jewish state, its Jewish identity need not be interpreted religiously, requiring that it subjects itself to the dictates of Jewish law (Halakha). The authors test this view by critically examining important topics relevant to state and religion in Israel: marriage and divorce, the drafting of yeshiva students into the army, the character of the Sabbath and more.

His book provides a framework for considering a number of connected topics including issues related to self-determination, the scope of distributive justice and the significance of shared national identity.

A timely study by two well-known scholars offers a theoretically informed account of the political sociology of Israel. The analysis is set within its historical context as the authors trace Israel's development from Zionist settlement in the 1880s, through the establishment of the state in 1948, to the present day. Against this background the authors speculate on the relationship between identity and citizenship in Israeli society, and consider the differential rights, duties and privileges that are accorded different social strata.
