Scholars have long argued that transparency makes international rule violations more visible and improves outcomes. Are social practices actions, or institutional frameworks of interaction structured by common rules? How do social practices such as signing a cheque differ from international practices such as signing a peace treaty? Traversing the fields of international relations (IR) and philosophy, this book defends an institutionalist conception of practices as part of a general practice theory indebted to Oakeshott, Wittgenstein and Hegel. The proposed practice theory has two core aspects: practice internalism and normative descriptivism. In developing a philosophical analysis of social practices that has a special relevance for international relations, Silviya Lechner and Mervyn Frost depart from Pierre Bourdieu's sociology of practice that dominates the current 'practice turn' in IR. Bargaining between states in the international system is governed by rules which shape and constrain their bargaining behavior. However, these rules can be changed. When, why, and how do states bargain differently? Drawing on original qualitative and quantitative evidence, this book demonstrates how the rules of the game influence the cooperative or coercive nature of the strategies adopted by all states in a negotiation. These effects influence each state's incentives regarding whether to play by the rules or to change them. Drawing on evolutionary epistemology, process ontology, and a social-cognition approach, this book suggests cognitive evolution, an evolutionary-constructivist social and normative theory of change and stability of international social orders. Why do countries give foreign aid? Although many countries have official development assistance programs, this book argues that no two of them see the purpose of these programmes in the same way. Moreover, the way countries frame that purpose has shaped aid policy choices past and present. The author examines how Belgium long gave aid out of a sense of obligation to its former colonies, The Netherlands was more interested in pursuing international influence, Italy has focused on the reputational payoffs of aid flows and Norwegian aid has had strong humanitarian motivations since the beginning. But at no time has a single frame shaped any one country's aid policy exclusively. Instead, analysing half a century of legislative debates on aid in these four countries, this book presents a unique picture both of cross-national and over time patterns in the salience of different aid frames and of varying aid programmes that resulted.
