National Solutions to Trans-Border Problems? ─ The Governance of Security and Risk in a Post-NAFTA North America

With the fall of tariffs and other types of barriers prompted by the implementation of the North American Free Trade Agreement has come greater awareness of other cross-border issues associated with commerce, such as migration, environment, and security, with little in the way of continental institutional and policy arrangements for dealing with them. Morales (Instituto Tecnologico Estudios Superiores de Monterrey, Mexico) presents 13 papers examining these institutional gaps in North American affairs, focusing on governance and security issues, and considering possible regional institutional arrangements for addressing them. They have been organized into sections that assess integrative trends on the continent in relation to NAFTA, possible rule-making regional institutions for economic integration, the establishment of the Security and Prosperity Partnership, and electricity markets; regional issues of security problems interconnected with borders, migration, terrorism, and drug trafficking; and bilateral affairs and border management.
