There is a stark contradiction between the theory of universal human rights and the everyday practice of human wrongs. This timely volume investigates whether human rights abuses are a result of the failure of governments to live up to a universal human rights standard, or whether the search for moral universals is a fundamentally flawed enterprise which distracts us from the task of developing rights in the context of particular ethical communities. Does a voter tend to choose the candidate who most closely shares the views of the voter or rather a candidate who holds more extreme views due to the fact that the voters discount the candidates' abilities to implement policy. The authors develop a unified model that incorporates these and other voter motivations and assess its empirical predictions - for both voter choice and candidate strategy - in the US, Norway, and France. The analyses show that a combination of proximity, direction, discounting, and party ID are compatible with the mildly but not extremely divergent policies that are characteristic of many two-party and multiparty electorates. All of these motivations are necessary to understand the linkage between candidate issue positions and voter preferences.
David Epstein and Sharyn O'Halloran produce the first unified theory of policy making between the legislative and executive branches. Examining major US policy initiatives from 1947 to 1992, the authors describe the conditions under which the legislature narrowly constrains executive discretion, and when it delegates authority to the bureaucracy. In doing so, the authors synthesize diverse and competitive literatures, from transaction cost and principal-agent theory in economics, to information models developed in both economics and political science, to substantive and theoretical work on legislative organization and on bureaucratic discretion. Professors Epstein and O'Halloran produce their own deductive specification of the conditions for making or delegating policy, gather a rich, original data set on delegation and discretion in the postwar era to test the propositions derived from their model, and devise appropriate statistical tests to assess the validity of their propositions.

Shelf Life, first published in 1998, explores the supermarket as a retail space and as an arena of everyday consumption in Australia. It historically situates and critically discusses the everyday food products we buy, the retail environments in which we do so, the attitudes of the retailers who construct such environments, and the diverse ways in which all of us undertake and think about supermarket shopping. Yet this book is more than narrative history. It engages with broader issues of the nature of Australian modernity, the globalisation of retail forms, the connection between consumption and self-autonomy, and the highly gendered nature of retailing and shopping.
